History

Proposal as the first state owned Urdu University

In the year 2004 it was proposed as a State Owned Urdu university to be set up in Rampur, Uttar Pradesh and was named after Mohammad Ali Jouhar an Indian Muslim leader and who was among the leading figures of the Khilafat Movement. The main originator of the idea of a Urdu university was Azam Khan. It would have been the first State Owned Urdu university in whole of Uttar Pradesh. At that time, proposal of making Azam Khan as lifelong Chancellor of University was not approved by the then Governor TV Rajeshwar. The Center Government then controlled by the Congress also opposed the Bill for a Urdu University Stating that it would have approved of the bill if Azam Khan then MLA of Samajwadi Party would stop wanting to be the lifelong chancellor of the university. Azam Khan was unmovable on his conditions to become the lifelong chancellor of the university. Hence the first state owned Urdu university was further put on hold.[4][5]

Samajwadi Party loses power

For next 5 years it was locked in political warfare. In 2006 in midst of all the opposition from the political parties the then Chief Minister of Uttar Pradesh Mulayam Singh Yadav laid the foundation stone of university.[6] In 2007 Samajwadi party lost the 2007 Vidhan Sabha Elections and Bahujan Samaj Party won with a majority in the house. This further worsened conditions for Azam Khan who was part of the Samajwadi Party and was the main projector of the University. Finally in 2009 Azam Khan decided to instead set up an Engineering college in the university premises. The idea for a State Owned Urdu University started by Azam Khan was beginning to pave way for a full-fledged privately owned university by now. For the next 3 years the engineering college by the name Jauhar College of Engineering and Technology kept running from the university premises being affiliated to Mahamaya Technical University.

Samajwadi Party comes to power

Major uplift to the university was seen in 2012 when the Samajwadi Party came to power. It was then the university was highlighted and in month of July, finally the authorisation letter for the university to start admissions as a full-fledged private university was given by Uttar Pradesh Chief Minister Akhilesh Yadav.[7]

Inauguration of the University

After 8 years long struggle the university was finally inaugurated in a grand style on 18 September 2012 by Mulayam Singh Yadav the founder of Samajwadi Party. The Inauguration was attended by most of the VIP's of the Samajwadi party. The presence of the Chief Minister of Uttar Pradesh Akhilesh Yadav was well accepted and lauded by the big audience that had gathered to witness the inauguration.[8]

The former Chief Minister Mulayam Singh Yadav said Azam Khan had rendered "an unmatched service for the upliftment of the community and society." Calling it a historical moment, he said that the role of Maulana Mohammad Ali Jauhar and his brother Shaukat Ali was very significant in the freedom struggle, Mr. Yadav said that the way to development was education. He also called for more educational institutes for minorities. He also requested the Chief Minister to consider opening up of a medical college in the university. He further said that after the Aligarh Muslim University, Rampur will now be remembered for the Mohammad Ali Jauhar university.[9]

On the occasion, Uttar Pradesh Chief Minister Akhilesh Yadav said some elements had tried to hinder the institution's development."It was Azam Khan's courage and struggle that the University came into existence with all the required grandeur of an educational institution," he said, adding that the society which has the greatest number of educated pupils can avail of maximum political awareness.[9]

The Chief Minister said that his government would do all that was possible for the Mohammad Ali Jauhar University. "No stone will be left unturned to make it a world class education, and roadblocks faced by the varsity would be cleared. The education excellence of the university shall be maintained at all costs", he stated.[9]

Infrastructure

The university buildings are still under construction and most of the work will be completed soon.

The envisioned university comprises a school of humanities, a school of law, a school of education, a school of engineering and technology, a school of nursing and a medical college. The total required land is 300 acres, two third of which has already been acquired. The fully developed campus is envisioned in a grand scheme and would cover an area of 300 acres. It is being planned as a mini civilization closely embedded to nature.

Attention has been given to the development of sporting facilities also. Playfields for football, hockey, cricket etc. have been proposed. A mini stadium with athletic tracks, gymnasium, horse riding club etc. have also been designed to promise sports along with studies, which will go a long way developing the personality of the students. The layout of the campus has been designed to have a very open type of planning. Large open space between the blocks, wide roads with attractive landscapes, modernistic buildings following the current trends and latest finishing material have been planned to create a green, lively and vibrant campus. A large mosque to cater to a capacity of 7500 persons shall form the focal point of the university.[10]
