The Ministry of Plantation Industries and Commodities (Malay: Kementerian Perusahaan Perladangan dan Komoditi), abbreviated MPIC, KPPK, is a ministry of the Government of Malaysia that is responsible for plantation and commodities: palm oil, rubber, timber, furniture, cocoa, pepper, kenaf, tobacco.

Overview
The plantation and commodities sector, comprising oil palm, rubber, timber, cocoa, pepper and tobacco has contributed significantly to the country’s economic development for the past 50 years. Since then, the sector has become one of Malaysia’s major exports earnings. Exports values of these commodities and commodity based products in 2012 was RM 127.5 billion, constituted 18.2 per cent of total export earnings.
The remunerative price of commodities throughout 2012 has benefited the country, in particular the smallholders. The future of plantation industries and commodities sector remains bright and promises a lot of opportunities.
Vision
To make Malaysia the centre of excellence for the commodity sector and as a major producer of higher value-added commodity-based products in the global markets.
Mission
To ensure Malaysia's international competitiveness in the commodity-based industries and their contribution towards national development.
Objectives
- To maximize the contribution of the commodity-based industries to national income including GDP and foreign exchange earnings.
- To make Malaysia a centre of excellence in R&D, technology and services in commodity-based industries.
- To increase the efficiency, productivity, quality and sustainability of primary industries based on K-economy.
- To enhance marketing capabilities in order to increase market share particularly in niche markets.
Functions
- To formulate policies and strategies for the overall development of the plantation and the commodity sectors.
- To supervise departments and agencies under the Ministry on financial management and implementation of plantation and commodities development programs.
Client's Charter
- Policy Formulation
To formulate clear policies and strategies for the plantation commodities industry based on current developments and needs within the following timeframes:
- 18 months for drafting and legislative amendments;
- Six (6) months for new policies, rules and strategies, and
- Drafting of Legislation
To draft principal and subsidiary legislation related to the plantation and commodities industry based on current developments and needs within the following timeframes:
- Principal Legislation
- The Division/Agency drafts the principal legislation (in both Malay and English) which is then forwarded to the PUU Division through the Division in MPIC.
- Within 20 working days from the date of resolution of any policy and legal issue. If any policy or legal issues are raised, then the 20-day period stops running until resolution of the said issues.
- Quality : In line with the Federal Constitution, the parent Act, other Acts and meeting the clients’ requirements.
- Subsidiary Legislation
- The Division/Agency drafts the Subsidiary Legislation (in both Malay and English) and then forwards it to the PUU Division through the Division in MPIC.
- Within 14 working days for texts not exceeding 50 pages and 21 working days for texts exceeding 50 pages. If any policy or legal issues are raised the period stops running until resolution of the said issues.
The drafts of the principal/subsidiary legislation are forwarded to the Drafting Division, Attorney General’s Chambers once the policy issues are resolved.
- Development Projects
To ensure that development programmes in the agricultural and commodities sectors are planned, implemented and monitored accordingly, and to hold 12 Development Action Committee (JTPK) meetings a year.
- Consultation Sessions
To hold consultation sessions with state governments, the industry players and non-governmental organisations (NGO):
- Ministerial level:
- One (1) meeting a year with the state agriculture executive committee; and
- One (1) consultation dialogue session a year for each commodity with the commodities industry
- Officer Level
- Six (6) consultation sessions with the industry; and
- One (1) dialogue a year with the NGOs.
- Trade Missions
To organise trade and market enhancement missions / working visits to strengthen the existing market and explore new markets at least five (5) times a year and to take the appropriate follow-up actions.
- Statistics Book on Commodities
To publish the Statistics Book on Commodities annually and distribute it in April of the following year.
- Annual Report Book
To publish the MPIC Annual Report book yearly and distribute it in June of the following year.
- Organise MICCOS
To organise the Malaysia International Commodity Conference and Showcase (MICCOS) every two (2) years.
- Client Complaints
To ensure that all client complaints are answered with:
- An acknowledgement of receipt within one (1) day;
- A preliminary response within five (5) days; and
- A resolution within a period of 15 days for complaints not involving policy matters.
- Meet the Clients Sessions
To hold ‘meet the clients’ sessions through field programmes such as the Hello Commodity Programme at least four (4) times a year.
- Payment of bills
- Ensure that 90% of complete bills are settled within seven (7) days; and
- In the event of complaints about payments not received within 14 days, the complaint shall be resolved within 72 hours.
- Website
To upload the latest information on MPIC programmes to the website within 24 hours.
- Biofuel Licence
- To issue acknowledgement of receipt for complete applications within one (1) day;
- To issue licence within three (3) days after the licence is signed by the Biofuel Licensing Authority; and
- To respond to unsuccessful applications within three (3) days after the decision is made by the Biofuel Licensing Authority.
