Lex Tupas is a Filipino public servant. He was born in Iloilo City on August 11, 1979. He is the youngest son of the former deceased Iloilo Governor Niel Tupas (formerly a Municipal Mayor of Barotac Viejo, Iloilo; Assemblyman of Western Visayas or region VI; and was also Congressman of the 5th District of the Province of Iloilo) and former Municipal Mayor Myrna Causing Tupas of Barotac Viejo, Iloilo.

In the May 2007 local elections in the city of Iloilo, he was elected as the youngest City Councilor at the age of 27 with about 73,000 votes.[1] He was then re-elected twice as number 1 City Councilor of Iloilo City with more or less 93,000 votes (2010) and 125,000 votes (2013). He is presently the appointed Chief Operating Officer and Executive Director of the National Youth Commission in the Philippines.
