Larry Dwight Hall is the Democratic Leader of the North Carolina House of Representatives. A Democrat, he has served in the North Carolina House of Representatives as the member from North Carolina’s 29th House district, Durham, North Carolina, since 2006. Hall was first appointed to the position in 2006 by then-Governor Mike Easley. District 29 is the home of North Carolina Central University, Duke University, Durham Technical Community College, Lincoln Federal Health Center, the historic Black Wall Street, the American Tobacco Historic District, and the Durham Performing Arts Center.

Hall is a member of the North Carolina Legislative Black Caucus and served as an officer in the United States Marine Corps.

Biography

Larry D. Hall received a B.S. with Honors in Political Science and Business from Johnson C. Smith University and a J.D. from the University of North Carolina School of Law.

Hall has served as an Executive Committee Member and Economic Committee Chairman of the Durham Branch of the National Association for the Advancement of Colored People since 1994. Since 1995, Hall has served as Secretary of the Durham Business and Professional Chain Board. From 1990–95, he served as the Board Chairman of the Durham Companions Mentor Program. In 1995 he served as a business mentor in the Rights of Passage program.

Hall served 19 years in the United States Marine Corps and served in support of the Iraqi War. While in the Marine Corps, Hall attended the Jungle Warfare School, the Combined Arms School, and the Staff Force Planning School. Hall has been awarded the Navy Achievement Medal, the Marine Corps Reserve Medal, and the Armed Forces Reserve Medal. Additionally, Hall received a Meritorious Unit Citation from the United States Marine Corps.

In 1986, Hall was recognized as an Outstanding Young Man of America. In 1997, he was awarded the National Association for the Advancement of Colored People President’s Award.

Hall was appointed as the North Carolina House Representative for the 29th Representative District in 2006, by Governor Mike Easley, upon the recommendation of local Democrats. Hall was elected without opposition in 2006[2] and subsequently reelected every two years.

Hall currently serves on the State Economic Development Board, the Duke Medical Center Advisory Board, and been inducted as a Toll Fellow by the National Conference of State Governments.

At the beginning of the 2009 North Carolina legislative session, Hall was elected as a House Majority Whip. After Democrats lost the majority in the 2010 elections, Hall served as a Minority Whip in the 2011-2012 session. Following the 2012 elections and the retirement of House Democratic Leader Joe Hackney, Hall was elected party (minority) leader for the 2013-2014 session.[3]
