Janani Suraksha Yojana (JSY) (Hindi:जननी सुरक्षा योजना) (English translation:Mother Security Scheme) is an Indian Government scheme proposed by the Government of India. It was launched on 12 April 2005 by the Prime Minister of India.[1] It aims to decrease the neo-natal and maternal deaths happening in the country by promoting institutional delivery of babies. This is a safe motherhood intervention under the National Rural Health Mission (NRHM).[2]

It is a 100% centrally sponsored scheme it integrates cash assistance with delivery and post-delivery care. The success of the scheme would be determined by the increase in institutional delivery among the poor families.[3]

Background

Janani Suraksha Yojana was launched on 12 April 2005 by modifying the National Maternity Benefit Scheme (NMBS).[2] JSY is a 100% centrally sponsored scheme and it integrates cash assistance with delivery and post-delivery care.[4]

The JSY has identified ASHA, an accredited social health activist as a link between the Government and the poor pregnant women to encourage institutional deliveries among the poor women.[4]

Features of this scheme

In this scheme, the states where there is a low rate of Institutional deliveries is classified as Low Performing States (LPS) (the states of Uttar Pradesh, Uttarakhand, Bihar, Jharkhand, Madhya Pradesh, Chhattisgarh, Assam, Rajasthan, Orissa and Jammu and Kashmir), whereas the remaining states are termed as High Performing States (HPS). Monitoring of the scheme

For the effective monitoring of the scheme, monthly meeting of all ASHAs /health workers working under an ANM should be held by the ANM, on one day of every month, at any of Anganwadi Centres falling under the ANM’s area of jurisdiction. Monthly reports and Annual reports also need to be submitted to the department in a format decided by the government for the effective monitoring at the government level.
