Gaogouli County was one of three prefectures of Xuantu Commandery on the Liaodong Peninsula of northeast China.[1] It was established by the Han dynasty after the fall of Gojoseon to keep Goguryeo tribes in check.[2] From 75 BC to 12 AD, Goguryeo tribes were under administration of Gaogouli County and engaged in client state relationship with the Han dynasty.[1] In 12 AD, Goguryeo rebelled against the Han dynasty and established its own kingdom.[1]
