Barbara Nekesa Oundo is a Ugandan politician. She is the immediate past State Minister for Karamoja Affairs in the Ugandan Cabinet. She was appointed to that position on 27 May 2011.[1] She replaced Janet Museveni, who was appointed Minister for Karamoja Affairs. Barbara Nekesa Oundo also served as the elected Member of Parliament for Busia District Women's Representative in the 9th parliament (2011 to 2016).[2]
Background and education
She was born in Busia District, Eastern Uganda, on 6 June 1984 to Mary Hadudu, also mother to nine other girls, and Edward Wabudi, a local councillor.[2] She attended Bubulo Girls School in Mbale for her middle school education (O-Level) and Mbogo High School in Kawempe for her high school studies (A-Level).[3] In 2006 she was admitted to Makerere University, Uganda's oldest and largest public university, graduating in 2009 with the degree of Bachelor of Human Resources Management (BHRM).[2]
Career and family
Since 2007, she is married to Charles Oundo, a foreign service officer, whom she met while an undergraduate at Makerere, and together are the parents of two sons. In 2011, she successfully ran for the parliamentary seat of Busia District Women's Constituency. She was elected on the National Resistance Movement (NRM) political party ticket. In May 2011, one month shy of the age of 27, she was appointed State Minister for Karamoja, reporting directly to Janet Museveni, Uganda's First Lady and Minister for Karamoja at the time. [2]
Loss of political positions
In November 2015, during the primaries of the MRM political party, Baerbara Nekesa Oundo, the incumbent at that time polled 28,750 votes, while her closest challenger, Nina Irene Nekesa Wandera, polled 25,443 votes. Nina Wandera petitioned the party's electoral commission with what she called evidence of electoral malpractice by the winner.[4] During the 2016 parliamentary elections, Barbara Oundo lost to the incumbent, Jane Nabulindo Kwoba, who ran as an independent.[5][6] In the cabinet list released by the Office of the President on 6 June 2016, Barbara Nekesa Oundo's name was not included.[7]
